In valuing entire populations, the majority’s intuitions are asymmetric about happiness and suffering. If this asymmetry is applied to the life evaluations of the World Happiness Report, then the aggregated total turns negative. I have written an article about it (I will post a link to it below). An unbiased evaluation would be even more negative, because the most suffering people don’t participate in surveys. From a strictly impartial view the predominance of suffering is pretty much confirmed. I believe that this makes for a very strong case for antinatalism. If you are arguing against anti-procreation doctrine, then I think you'd do well to address my argument.

Why would global averages be relevant to a specific (non-average) couple's procreative decisions?

I'd suggest that miserable people avoid procreating, and happy people have more kids, and the predictable result will be more happy and fewer miserable people.
